about csq

hello, monkey brother i have a question to ask you.
i applied for a csq through peq program with tefaq double b2 on january 22th. and one month later, i received a mail from midi to submit the work permit in order to prove my legal stay in Canada or Quebec ( i guess it's because my study permit was expired in 2017) so i resubmitted my work permit the day after i received the mail. and now it's been around 35 days after the date of resubmit. Do you think it's normal to take time like this? also people around me told me not to worry because when the midi asked for the work permit or missing documents..etc it means they are wiling to give me a csq. do you think it's a positive message? so should i wait a little bit more ?
